why isn't FILLINTHEBLANKS a fc yet?
i thought both of their skins are alr sotd?

Yeah. Not only that, they have to be more active in the forums and such.

Please do not make a mockery out of the previous FCs by saying that, with just 2 sotds, one can become a FC.

FC is a title given to blogskinners who do remarkable, top-notch skins and are active a lot in Blogskins.com.
Active = foruming, contributions.
FYI, having all-SOTD doesn't mean one should be FC.
SOTD is a popularity competition, if you see the trend.
