Not all. Blogskins can be coded using plain old Notepad (there are other text editors too), and designed using Photoshop (some people use Paint Shop Pro, Ulead etc). I don't know what people use Dreamweaver for because I don't use it, but I think it's for coding.

Dreamweaver is a coding program if im right!
It helps you codes the program, Most people (some here i think) use it to code layouts because it makes it seen properly in all browsers, But as i've heard.
Its not exactly 100% true! I'll stick to Notepad if i were you Starry Its much easier, Ahaha.

dreamweaver is a quite advanced program, for advanced skills. it's meant to build websites not simple blogskins.

dreamweaver's pretty easy to use and is much better if you have no idea on how to use html codes.

I dont use coding programs such as dreamweaver.
It's just so complicating.
I'd much prefer using notepad but ofcourse you need to have lots of HTML knowledge if you want to use notepad to code layouts.
