First of all, you will have to know what's that. Well, look at the image below.
(Look at the blue bar)
Now you know what's Blogger's Nav, why don't we start removing it?
Or you need is just a mouse.
Copy this code:
#navbar-iframe{height:0; visibility:hidden; display:none;}
Now, paste in inside the 'style' HTML code.
Save it and boom! You're done!
