I think that the best place to host photos is to go to www.imgspot.com It doesn't cost anything, you don't have to sign up and you can host just about anything there.I would advise people to still save a copy of the picture because if for any reason the page closes, you'll be out of luck without it.
Thought it might be a heads up for anyone who wants to have pics uploaded and don't want to worry about all the idiots who don't save their pics and load them to another server.

i use shutterfly. www.shutterfly.com
u do hafta sign up. but its really nice. its free and u can edit and share with people you want. the people you share with can even buy pictures from the shuttefly site.

I used to do custom blinkies for Neopets userlookups, and I hosted them on places like Imgspot dot com, PicGoo dot com, TinyPic dot com, ImageShack dot us and UploadImages dot net. For more permanent usage, I'd recommend VillagePhotos, Ripway, PhotoBucket, or Streamload.
