What is the preferred or general canvas size we should use to create an image in photoshop?

Nowadays the common resolution is at least a 1024x768... so I usually keep the blog widths less than 850px wide.. but then some old computers are only 800x600, so they will end up scrolling horizontally.
It really depends who is your audience and the majority of their resolutions. If you want to be save I suggest anything less than 750px in width.

Serious, anyone ever considering loading the whole page by percentage?

800x600.
or full screen, 1440x900.

For me, I try to keep it within 750x560px, since some laptops (like mine) are 800x600 and you'll want it to fit into the screen without it scrolling horizontally. Generally though, I think most computers are of 1024x768 resolutions. A smaller layout also loads faster X)
