I'm trying to fix my comment box on my blogger html template but haven't had any luck in making it work. Can anyone help me?

What exactly is the problem? Do you mean it totally does not work? Perhaps you could post the comment codes here and we'll take a look at it.

Here's the picture of my comment section.

When I click on the comment section it doesn't do anything. Is there a way to fix it so people can comment on my blog posts?

Oh the problem is because you don't have the comment codes in your template. What you do is, insert this code in the space just before the </Blogger>:
<ItemPage>
<BlogItemCommentsEnabled>
<div>
<BlogItemComments>
<br /><$BlogCommentAuthor$> <strong>said on</strong> <a href="#<$BlogCommentNumber$>">
<$BlogCommentDateTime$></a>
<$BlogCommentDeleteIcon$>
<p><$BlogCommentBody$></p>
</BlogItemComments></div>
</BlogItemCommentsEnabled>
<$BlogItemCreate$>
</ItemPage>
