Hello, i just can't figure out how to make image into rainbow color...example the image below...

erm using any programmed to do this or just photoshop?

Using photoshop, select Gradient Tool. Then at the top left corner you should see the gradient selection bar. Just select rainbow color and paint it on one new layer and set the layer to 'color'.

adding onto what bias-ED said:
just choose spectrums if you want a brighter/darker tone of the rainbow gradient.
