i mean like how do we actually upload the pictures and how to type all the codes out? i'm really interested in making a skin but i can't seem to noe how to actually make one. PLS HELP ME!!!

you go to html guide websites, take a peek, and start.
as simple as abc.
start w javascript, then div tables, then TADAAA. (:
upload, try photobucket, imageshack.us.

If you need codes, you may ask blogskinners for their permission to use their codes since you're a beginner?

Uh yup.
But maybe it's better for beginners to begin with codes from others, and slowly learn to make their own codes.

go search and learn basic html tips.
or you can take a look at other people's codes.
analyse them by playing around with it. it helps. (:
as for image hosting, you can go photobucket or imageshack.
