Things that you should look out for while making a layout.
*MOST IMPORTANT*
- PLEASE, do not steal from deviantart. -
I used the word steal even though it might be a little bit harsh for the people who are reading this. I am very annoyed at the amount of blogskin creators out there who take from deviantart without permission. It annoys the people at DA too, trust me. Unless it is a stock photo(a photo that you can use freely, permission given), or a photo that DA members have agreed to let you use, please do not use it. I do not like seeing creators slapping some brushes onto the picture and making a layout out of it. People take pains to create these photos. And the last thing we want to do is take away that credit from them. Oh, one last thing. Even if you have credited the source of the photo, but without the owner's permission that you have used the photo, it is still stealing. Thankyouverymuch.
Now, let's move on..
1. Colour
How can I emphasize on this? Colour is important. Bad colour combinations can turn someone off. However, good ones would gain you good ratings and even greater traffic.
2. TRY to avoid javascript.
I know this is almost impossible. But try to use it as little as possible. Some browsers out there do not support the language and the skin might just screw up.
3. Cross-browser rules
Many browsers out there. Mozilla, Netscape, IE(by far the most well known). Another reason why you should not use javascript. It can be turned off in Mozilla, not too sure about the other two. And bad coding and uncomplete tags would just mess up the whole skin even though it looks completely fine in IE.
4. Weird typing
I know this would offend a lot of you guys, and most people out there who are looking for skins. But please try not to llikee tthaatt. Some, even though not the majority of people out there are not looking for skins that are like that. I know that they have the power to change whatever is on the skin. But, remember, most of these people do not know HTML. Thus, it would only make them more irritated thinking that the skin is stuck like that.
5. Music
Please try not to add music. It slows down a computer that is running on 56K dial up and most people do not appreciate music blasting while they already have something playing on their player.
6. Flaming
Try not to start flaming each other when a potential conflict arises. Lots of people would be twisted into this fatal conflict. Instead, try sending a nice, polite email to the person who you think has done something that is unjustified to you. If he/she retorts and isn't nice about it, report the person. Flame wars are the last thing you want.
7. Coding
Coding is the most important thing in a piece of blogskin. Even with the most wonderful layout in the world, it still is bad if the coding is crap. Please start with the necessary opening tags and end with the suitable closing tags.
8. HTML
Closely linked to coding. However, HTML is not to be stolen. Yes, looking at the source code isn't illegal, and copying HTML codes wholesale isn't against the copyright law, but it IS offensive. Which leads to flame wars. And you already know 'bout flame wars.
9. Saving your images
If you are using Microsoft Paint to create your skins, please save it as .PNG. As long as it isn't too big in size, that is. Saving as .JPG or .JPEG in Paint will distort the image and colours would seem duller than what you have worked with. However, if you are Photoshop(which I'm sure a lot of you are using), save it in whatever format. Photoshop's the best. 
10. Be nice to your users.
Your users, here, are your customers. No, they do not pay you but yes, they give you traffic. Isn't that like, what you want? Ask them nicely to host their images, do not scold them just because your bandwidth has exceeded, because some of them simply do not get it. And when you do not get it, you really have no idea what you have done wrong, yes? If the bandwidth exceeds, a "I told you so" is sufficient. A "I TOLD YOU TO HOST THE FREAKING PICTURES!!#@$#@$@" is not appreciated.

One thing I'd like to add about the music -- if you absolutely must have music on your blog/site, set it up so that it does not load/play as soon as someone visits. Make it so that the visitor has the option to play the music or not.

pretty agree with the stuff up there. especially the ones about codings &layouts looking horrid in FF if not coded properly. (:

Another thing I'd like to add...
People, if your blog has an image on it, it is NOT imageless!!! Gah, I want to search for an imageless blog, but I keep getting 'em with pics. Go fig.
And as a member of dA, yes, getting our work stolen stinks!
