If you're using classic blogger, you'll have to do it manually. Just put this wherever you want it to be displayed:
<ul>
<li><a href="LINK URL HERE">Friend name</a></li>
<li><a href="LINK URL HERE">Friend name</a></li>
<li><a href="LINK URL HERE">Friend name</a></li>
</ul>
