As you might know, there are many self downloaders and it irritates other blogskinners, they get top rated, and get to be in the top 10 downloaded, when in truth, noone else downloaded it.
so here's what I suggest
Prevent an I.P address from downloading a blogskin for more then 5 times a day, if it does, then there's something wrong, if thats the prob, check the ip address of the person who SUBMITTED the skin, if its the same, the person might MOST PROBABLY be a self downloaders.

Every single person from Singapore (about 80% of the people on this site) share like 5 ip addresses. It doesn't work.
I have a system in place for tracking these things, and I'm working on perfecting it -- it's already ignoring self-downloads, ratings, and favorites when figuring out the SOTD.
