Before you, or anyone for that matter, can make a skin, you will need to have some knowledge in HTML. It isn't hard to learn. Just go to www.w3schools.com/HTML/
Or, if you already have some idea how HTML works, try downloading some of the simple skins here and take a look at the source codes. Just try to refrain yourself from republishing what you learn here. Some insecure bums over here are too obsessed with people trying to "rip" them off.
