I just joined and don't have a clue how to put a 'skin' on my blogger account. I can't even find a page that tells me how to do that. How about creating an easy to find page that tells you how to use this site?
If anyone reading this could please tell me, I'd appreciate it. Thanks!

if you found a particular skin that you like; at the bottom right below the preview button...
When you're ready to download this skin, you can do so in the following format(s):
Blogger Main
Movable Type
Xanga
for blogger; you click on blogger main. Notpad will pop out. In the document on NotePad; there will be all sorts of codes... click on CTRL-A (or left click: select all) then click CTRL-C (or left click: copy).
go to blogger.com and make a blog. after everything is done and you have made your first post; procceed to click on the tab on top named "TEMPLATE"
you will be transfered to the TEMPLATE page. in the box there; you will see another stack of codes. DELETE THEM ALL.
after that; click CTRL-V (or left click PASTE). the content that you have copied will be pasted inside.
After this; you click on SAVE TEMPLATE and later; click REPUBLISH TEMPLATE that will appear as a blue button after you click on save template.
you click on VIEW BLOG and ta- dah everything is UP.
this is the basic of putting a skin into blogger.com
as for other types of blog hosters; i don't know

Anybody can give me a links about blog tools ? I need free polls, shoutbox, pictre gallery etc!

Eh, free polls? http://freepolls.com. As for a tagboard [or what you call shoutbox], www.cbox.ws is good and as for a picture gallery, use www.flickr.com. There's a code there for you to combine all your photos into a compact album and you just copy the code onto your skin. Hope this helps! =D
