Here are some great places to start going, if you have alot of questions about Web Designing. They answered alot of my questions and gave me a push in the right directon (i hope)...
I suggest starting off with HTML Goodies. Joe Burns teaches you the basics of how to build a web page. All Of The Following Are Free Sites!!! Also, check out "For Dummies Books". Not To dis or anything, but the break down the terms for web designing for common tongue. (Check out Creating Web Pages; Javascript; and HTML for Dummies). That should get you a push in the right Direction.
1) Globe of Blogs: For general blogger software from around the world.

2) HTML Goodies: by Joe Burns and Vance Barnes... They teach all the basics of HTML to Javascript, etc. That's where I started.

3) Web Developer: Here is where you can learn about Javascript in more detail.

4) Dynamic Drive: is all about DHTML. You know, special effects, mouse trails, cursor graphics, etc.

5) Coding Forums Is my favorite forum... you ask the question... its more than likely, that they'll give you an answer and more. They have a lot of knowledge about Multimedia tags and so on...

it is a place where you can learn about the programs used for webdesigning.. how to make graphics, layouts, sigs & other things that are related to those programs.. try it!! =) they have many tutorials that would help!! =)
