It's because the navis will link to for example ur site is www.last-nightsparty.blogspot.com, then after clicking on the navis, the address bar on the top will show www.last-nightsparty.blogspot.com/# So it's like the page refreshes. So that's why it bounces up. Try changing the navis codes.
