I have my own ways in rating people .

Stars given :

When I don;'t give a rate but I give a comment, it means, the skin is either not credited/ it's ripped.

0.5 to 1 star - More effort & work needed. It's too simple. It's just a copy&paste code .

1.5 to 2.5 star - More effort needed. Improvement & code or background should be more realistic (: But,good try (:

3 to 4 star - Good work but I'm sure the skin can be made more baeutiful & sweet .

4.5 - 5 star - Skin is awesome. codes' are properly aligned & picture is superb. A SOTD material (: Good job .
