Actually, i rate really fairly.I most of the time will rate you 5 stars.

0.5 = either you ripped or its something really ridiculous.
like just writing words and submitting it as a blogskin.
1~2 = Sorry if i rate you this.But if did..its probably because..
Your skin totally sucks is very not nice.
For example like color combination, alignment, etc. has prob.
2~3 = Hmm.. its a nice skin, but maybe i guess not nice enough.
The skin maybe has minor problems.
4 = There's something missing... maybe its lacking brushes or
smth ( to me i find what i'm typing right now no sence)
4.5~5 = And there's 5 stars.well thats a pretty good rate innit?
