It's because before he resubmitted, this skin only has about 2 or 3 comments from different people, very little. So, obviously, he submitted it again because he wanted more people to catch this skin's attention!

Work on your colour combi. Green does not match with this grey + black skin. Change the scrollbar to white. It'll be much better.
