and i hate people who dont submit skins and go around giving others low ratings. great example is foreva_passerby. even though i have nothing to do with her.

anyone who doesnt submit a skin proves that he/she is not capable of making one. if so, they should not be giving comments on people's layouts as they themselves dont even know how to make one and cant see the effort one puts into making a layout.
