This is a good try of vector. But I had to agree with hespiria. There's some real picture of Draco in the image. But nice try.

nice use of brushes.
and nice colour combi.
why go colour his face and hands lol.
and btw,the link can put colour or something as there are colours for the layout.
so the css looks kinda dull.

Theis is a great effot but i think your vector looks incomplete.There is still a bit of draco ear sticking out and bits of the real picture all over the place.

Keep trying you will get it right with more practice i'm sure!
